NOTICE OF PROPOSED CONTRACT ACTION The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 2), Hudson Valley Healthcare System VA Medical Center, Montrose, NY, intends to award a sole source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, to AE Works for project 620-23-205 Mission Critical Roofs Phase II Construction Period Services. The place of performance is VA Hudson Valley Healthcare System 2094 Albany Post Road Montrose, NY 10548. This action will result in a Firm-Fixed Price contract with a period of performance of One Hundred Eighty (180) calendar days. This notice of intent is not a request for a quotation; interested parties may express their interest by providing a capabilities statement no later than April 9, 2026 at 12:00 PM EST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. The effort will also make consideration for the replacement, repair or reinforcement of fall protection and other structural elements as needed. Scope or Tasks (for services): The AE will provide all construction period services as outlined in the supplement B attachment to support the project to replace the roof of Buildings 12 and 27. This project will ask a contractor to furnish all materials, equipment, supervision, and personnel necessary to replace the roof and fall protection systems on Buildings 12 and 27. Egress is to be maintained throughout construction activity. This project includes replacement of gabled, dormer and flat roofs on building 12 and 27 in accordance with the accompanying drawings, specifications, and any local and federal codes, regulations, and procedures. Construction activities also include fall protection and other structural components of the roofing systems as indicated by the bid documents. The construction work which the AE is expected to review shall include, but not be limited to, work covered by specification divisions 2 (hazardous materials / demolition), 5 (metals), 6 (wood and plastics), 7 (thermal & moisture protection), 26 (electrical) and 32 (site improvements). Construction activities include but are not limited to labor, material, equipment, and supervision required for roof demolition, fall protection demolition, asbestos abatement, roof installation per design documents, and fall protection installation.
