C1DA--NRM-A/E 630-10-104 -Upgrade High Voltage Switchgears Replace 36C24225R0107
Summary
AI-generated · Sep 11, 2025A sole-source contract will be awarded to STV INC to update and finalize the existing design for the Upgrade High Voltage Switchgear project (630-10-104). STV will convert the previous unstamped drawings into complete Construction Documents and updated specifications, ensuring alignment with current VA standards and applicable codes and incorporating changes since the prior design so construction can proceed in a future fiscal year.
STV INC will also provide construction-period services as the design firm of record, reviewing the prior design to identify needed updates, and preparing any supplemental drawings or specifications to clarify or supplement the Construction Documents. The arrangement is justified by the entity’s unique familiarity with the project; the government intends a firm-fixed-price contract and notes that no other firm can meet the requirements in a timely and practical manner. Interested parties may submit capabilities statements by the stated deadline; if no viable responses are received, negotiations will proceed with STV INC.
The Department of Veterans Affairs, Network Contracting Office (NCO 2) intends to award a sole source contract to STV INC, 205 West Welsh Drive Douglassville, Pennsylvania 19518-8713 the authority of 41 U.S.C 253-c-1, as implemented in FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. A previous set of unstamped 100% drawings designed by STV Incorporated for Project 630-10-104 Replace Primary Switchgear was delivered to the VA on or around Aug 11, 2017. The design was shelved for several years awaiting an unrelated major electrical project to commence which was subsequently delayed further by the Covid pandemic. The AE design contract with STV expired after 5 years and the remaining unused funds were returned to Treasury. The VA is now interested in updating and finalizing the drawings and specs in preparation of planning for construction in an upcoming fiscal year as well as obtaining a quotation for construction period services with the design firm of record. Period of Performance: The period of performance is 30 calendar days from award notice. This notice of intent is not a request for quotations; interested parties may express their interest by providing a capabilities statement no later than Friday, September 19th, 2025, at 11:00am EST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed requirement upon receipt of responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. After September 19th 2025, at 11:00am EST, if no viable responses have been received in response to this announcement, the Department of Veterans Affairs shall negotiate solely with STV INC. The Government believes the services outlined in the Scope of Work cannot be provided by another firm within a timely and practical manner. It is necessary that STV INC reviews their previous design to determine what updates and changes are necessary to Construction Documents (CDs) and project files for compliance with any changes since the previous design in VA Standards, preferred or required layout, and applicable codes. The updated design and CDs must ensure full compliance with VA standards, acceptable layout as well as all applicable current codes. STV INC, as compared with a new A/E, will provide the VA significant cost and time savings for the new design/CDs for the Upgrade High Voltage Project. They are better equipped to interpret their own previously completed design/CDs used to award the previous project and to prepare any supplemental drawings, specifications or other documents that may be required to clarify or supplement the new design/CDs. In summary, STV INC will be the only source for these unique services and no other A/E providing similar services will satisfy agency requirements for avoiding duplication of cost, reduced project completion time and the benefits of project specific experience and knowledge. The Government believes that it would be highly unusual for another design professional to take on the responsibilities, which are generally incidental to an overall agreement for preparation of plans and specification. This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes. Phone calls will not be accepted.
