Summary

AI-generated · Feb 11, 2026

A Design-Build contractor is being sought to restore the vertical load path of Manchester Pier in Port Orchard, WA by shimming timber piles that are not currently bearing on the substructure, so the pier can safely support an Owner-Specified Vehicle load of 12,000 pounds as defined in the 2025 Load Rating. The 810-foot timber-pile pier, built circa 1930 with major repairs in 1989, has more than 60 piles that are non-bearing or only partially bearing, with gaps from hairline to about 3 inches between pile tops and the pile cap. The work will involve bringing these piles to bearing, and may include related reconstruction, rehabilitation, and marine facility construction tasks; a draft SOW is provided for informational purposes.

This is a Sources Sought market survey to inform acquisition planning; it is not a solicitation, and no solicitation is currently available. NOAA seeks information to help develop a future formal solicitation, including firm name and address, point of contact, business size and SBA certifications, relevant experience, and whether you would likely submit a bid if a solicitation is issued. Responses must be submitted in PDF format (up to eight pages) by the stated deadline, with no telephone submissions. The government will not reimburse responses.

This is a Sources Sought Notice (SSN) for market survey information that will be used for acquisition planning purposes only. THIS IS NOT A SOLICITATION, REQUEST FOR QUOTE (RFQ), REQUEST FOR PROPOSAL (RFP), OR INVITATION FOR BID (IFB). NO SOLICITATION IS CURRENTLY AVAILABLE AT THIS TIME AND THE GOVERNMENT DOES NOT GUARANTEE THAT A SOLICITATION WILL BE POSTED FOR THIS REQUIREMENT IN THE FUTURE. ANY PROPOSALS, QUOTES, OR BIDS SUBMITTED IN RESPONSE TO THIS NOTICE WILL NOT BE ACCEPTED. No reimbursement will be made for any costs associated with providing information in response to this notice, any follow up information requests, or Government use of the information provided. The National Oceanic and Atmospheric Administration (NOAA), Western Acquisition Division (WAD), Seattle, Washington (WA), on behalf of NOAA Fisheries, is conducting market research for an anticipated solicitation for Manchester Pier Shimming project. The Manchester Pier in Port Orchard, WA, is a timber pile structure measuring approximately 810 feet in length, originally constructed circa 1930 with major repairs in 1989. Recent inspections conducted in late 2024 and a subsequent Load Rating Analysis in January 2025 have identified structural deficiencies governed by the deterioration of bearing piles. Specifically, over sixty (60) timber piles are currently "non-bearing" or "partially bearing," exhibiting gaps between the top of the pile and the timber pile cap. These gaps range from hairline to approximately 3 inches. The purpose of the requirement is to obtain services of a Design-Build Contractor to restore the vertical load path of the pier by shimming all piles currently not in contact with the substructure. The objective is to re-establish positive bearing connections to ensure the structure can safely support the "Owner-Specified Vehicle" (OSV) load of 12,000 pounds as defined in the 2025 Load Rating Report. A draft Statement of Work (SOW) is provided for informational purposes only. The applicable NAICS code is 237990, Other Heavy and Civil Engineering Construction. This industry comprises establishments primarily engaged in heavy and civil engineering construction projects (excluding highway, street, bridge, and distribution line construction). The work performed may include new work, reconstruction, rehabilitation, and repairs. Specialty trade contractors are included in this industry if they are engaged in activities primarily related to heavy and civil engineering construction projects (excluding highway, street, bridge, distribution line, oil and gas structure, and utilities building and structure construction). Construction projects involving water resources (e.g., dredging and land drainage), development of marine facilities, and projects involving open space improvement (e.g., parks and trails) are included in this industry. INFORMATION REQUESTED: NOAA may utilize the responses to this SSN to conduct additional market research. Information obtained from this SSN, and the subsequent communication with the vendors, if any, may be utilized to assist NOAA in developing a formal solicitation. Please include the following: Name and address of firm. Point of contact address and phone number. Size of business and any SBA small business certifications (e.g. small, 8(a) program, small disadvantaged business, woman owned, etc.). Experiences that are applicable to the scope of the SOW. Indicate whether your company is likely to provide a quote, should a solicitation arise from this market research. SUBMITTAL REQUIREMENTS: Telephone responses are NOT solicited and will not be accepted. No solicitation exists at this time. This SSN is not to be construed as a commitment by the Government to award a contract, nor will the Government provide reimbursement for the requested information. Please submit your response to Contract Specialist, Anna Ma at anna.ma@noaa.gov and Contracting Officer, Kayla Johnson at kayla.johnson@noaa.gov no later than February 25, 2026 at 2:00 p.m. Pacific Time. Each response shall be no more than eight (8) PDF-pages (excluding the cover page).
