The National Institutes of Health, NIH Office of the Chief Information Officer (OCIO) has a requirement for an Enterprise Architecture (EA) repository centralized storage system used to manage and organize all the architectural artifacts for an organization. These artifacts include data, models, diagrams, frameworks, roadmaps, capabilities, design patterns, etc. The repository serves as a single source of truth for the enterprise architecture, facilitating better decision-making, collaboration, and governance. The Government intends to award a sole source purchase order to Carahsoft Technology Corp. The period of performance for this award will consist of a one year renewal purchase. This award will not exceed the Simplified Acquisition Threshold. Performance shall commence on or after receipt of the award. This purchase is meant to acquire a technology solution that enables NIH to establish an EA Repository to support work on NIH Office of the Chief Information Officer (OCIO) and broader NIH projects, tasks, and activities, with the immediate focus on an effort to Streamline the NIH Extramural Systems Portfolio. The scope of the Extramural project requires OCIO more specifically Information Technology Architecture Office (ITAO) to collaborate with applicable stakeholders to gather and analyze the data, create current-state and target-state architectures, and define a roadmap to rationalize the extramural grants ecosystem. Acquiring and implementing an EA Repository would facilitate the execution of this and other current ITAO initiatives by providing a centrally accessible and centrally managed location in which to store business, data, application, technology, and security architecture information and accurately document and analyze the relationships among these different information types. This is a NOTICE OF INTENT. No solicitation package will be issued. This notice is not a request for competitive quotations; however, interested parties may identify their interest and capability to respond to the requirement. Inquiries will only be accepted via e-mail to holleyv@od.nih.gov. The government will consider responses received by 10:00AM EST Thursday, July 3, 2025. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This notice of intent is not a Request for Quotation (RFQ) nor is it a request for competition. No telephone requests will be honored.
