Summary

AI-generated · Feb 11, 2026

Market research is being conducted to assess capability, capacity, and interest in performing a building exterior repair and protective coating project at the FDA Pacific Southwest Laboratory in Irvine, CA. The scope covers preventive maintenance and repairs to restore appearance, mitigate corrosion and concrete deterioration, and extend the facility’s service life, including the Main Laboratory Building (~146,000 GSF) and a coastal chemical storage shed (~1,000 GSF). Work involves surface preparation to SSPC standards and the application of a full multi-coat, corrosion-resistant coating system that meets MPI, AMPP, ASTM, and VOC requirements, designed for coastal exposure. Areas targeted for coating include exterior egress stairs, roof access stairs, sunshades, the main entrance canopy, and the chemical storage shed canopy and railings.

Other tasks include exterior and interior concrete crack repair (crack mapping and documentation, exterior cracks visible from 3 feet and longer than 24 inches; interior cracks in walls, columns, slabs), replacement of damaged resilient flooring at repair locations, and coordination to minimize disruption to occupied laboratory spaces. The site must remain fully operational during construction, requiring tight coordination with FDA facility management and security, OSHA-compliant fall protection and dust containment, and environmental controls for VOCs, debris, and stormwater, with work generally limited to weekday business hours. Responses are requested only through the attached Industry Questionnaire in Excel; no other materials will be reviewed, and late submissions may not be considered. Submit with the email subject line: FDA IRV Exterior Paint Sources Sought Response [Company Name].
