S. Army Operational Test Command (OTC). A DRAFT Performance Work Statement (PWS) is included in this pre-solicitation notice. The anticipated period of performance will include a one-month phase-in, a 58-month Ordering Period, and a one-month phase-out contract from 1 April 2026 - 31 March 2031. This procurement will be made using the procedures found in FAR Part 15, Contracting by Negotiation. The Government anticipates issuing a solicitation on or about 3 November 2025, as a Request for Proposal (RFP), with a tentative closing date of 3 December 2025.
