The contractor will provide research services to advance U.S. Brazil cooperation in STEM, directly supporting the U.S. government s priority to Make America Stronger. Services include conducting 38 interviews with key stakeholders, preparing transcripts, analyzing qualitative data, and creating a database of joint STEM publications from the past ten years. These deliverables will provide the U.S. Mission to Brazil with insights to expand institutional partnerships, reinforce American leadership in innovation, and ensure U.S. universities remain key partners in Brazil s scientific development. All deliverables will be produced exclusively for the U.S. Embassy in Brazil. Purpose: Enable the Mission to strengthen bilateral STEM cooperation, enhance U.S. leadership in innovation, and support the strategic goal of fostering global partnerships that benefit U.S. interests.

The objective of this contract is to conduct research and analysis on joint STEM publications and institutional partnerships between Brazilian and U.S. universities, identifying barriers, opportunities, and strategies to enhance long-term collaboration. The contractor shall furnish all labor, materials, facilities, supervision, and management necessary to design, execute, and deliver the research project, including literature/database review, in-depth interviews, qualitative data analysis, and preparation of a final written report.
