Summary

AI-generated · Aug 25, 2025

Renew Bloomberg professional terminal subscriptions under a sole-source contract with Bloomberg Financial L.P. for a five-year period (one base year plus four option years). Bloomberg provides a shared-terminal service and proprietary financial data that the agency uses for market surveillance, and it is stated as the only source offering the required shared-terminal solution that meets the government’s needs.

This is not a competitive procurement or solicitation. Written responses from all responsible sources demonstrating the capability to fulfill the requirement are invited; oral communications are not allowed. No formal solicitation package is available, and information received will be used for market research purposes. A determination not to compete will be within the government’s discretion.

The Commodity Futures Trading Commission (CFTC) intends to award a sole source contract to Bloomberg Financial L.P. to renew its subscriptions for Bloomberg professional terminal services. CFTC anticipates awarding a contract for one (1) base year and four (4) one (1) year options, for a total period of performance of five (5) years. CFTC uses a variety of information sources to maintain surveillance of commodity market activity. There is no single source that provides all the information that CFTC needs for market oversight. Bloomberg is one of those sources and is a unique source for its proprietary financial data. Additionally, Bloomberg is the only vendor that offers a shared terminal service (as opposed to individual licenses). The Government intends to procure this requirement under FAR 6.302-1 and 41 U.S.C. 3304(a)(1) the property or services needed by the executive agency are available from only one responsible source and no other type of property or services will satisfy the needs of the executive agency. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS nor a solicitation of offers. However, the Government will consider written responses from all responsible sources received by 10:00 AM ET, June 10, 2025. Written responses must include sufficient information to establish capability to fulfill the requirement. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the Government. Information received will be considered solely for the purposes for future Market Research requirements. No formal solicitation package is available. The Government anticipates award on or about June 30, 2025. The Government will not be responsible for any costs of preparation in response to this announcement.
