A solicitation document will not be issued, and quotations will not be requested. The National Institutes of Health (NIH) Clinical Center Office of Purchasing and Contracts on behalf of the Department of Transfusion Medicine intends to award a fixed price contract for a twelve (12) month base year to Manage Inc. for continuation of Blood Bank Control System Server System IBM Hardware and Software Support Services. The National Institutes of Health (NIH) Blood Bank is managed by the NIH Clinical Center, Department of Transfusion Medicine (CC/DTM). The NIH Blood Bank collects blood and blood components for transfusion to NIH patients and collects blood components for laboratory use by NIH researchers. The NIH Blood Bank is licensed by the Food and Drug Administration and accredited by the American Association of Blood Banks as a blood donor center and transfusion service. Blood Bank Control System ABO Suites is a comprehensive blood bank software application that aids in the management of donor and transfusion services. The software is designed to assist personnel in recruitment, blood collection services, inventory control, donor testing, shipping/receiving transfusion services, reference laboratory and quality assurance. Manage Incorporated is the only known source capable of providing support services for the BBCS/ABO application, that reside on IBM Power9 servers and includes PowerHA and the ability to failover to another site. Manage Incorporated is the sole service provider of this proprietary software. Therefore, the only known source with the level of expertise and knowledge to maintain and support the BBCS/ABO Suites server/application. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest by submitting their capability statements in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
