Summary

Procurement of a benchtop NMR instrument is requested. The notice provides no description or details on specifications, quantity, delivery schedule, or any special terms; the description field is empty, so the exact purpose and any unique requirements are not disclosed.

The U.S. Army Contracting Command – Aberdeen Proving Ground (ACC-APG), Aberdeen Proving Ground, Natick Contracting Division, in support of the U.S. Army Combat Capabilities Development Command – Soldier Center (DEVCOM-SC) intends to award a Firm Fixed Price contract on a sole source basis to Oxford Instruments, located at 300 Baker Ave, Ste 150, Concord, MA 01742-2124, under the authority as prescribed in FAR 13.106(b)(1). The requirement is for a Benchtop NMR Spectrometer. This instrument is to help with projects related to the research and development of novel materials. The NMR spectrometer provides information on the chemical environment of the nuclei of interest. This information can be used to verify the structure and composition of the material/chemical of interest. An NMR spectrometer is an extremely important analytical tool in research and development laboratories. The benchtop NMR spectrometers can be customized by including different types of probes that will allow the user to analyze one or multiple types of nuclei including but not limited to 1H, 13C, 19F, 31P, etc. The type of probe will change the sensitivity of the instrument and will affect the total cost of the system. The specs from the desired unit provides high sensitivity to 1H while probiding the option to analyze other nuclei without the losing sensitivity. If another vendor is selected, there is a possibility that we will not be able to obtain all the of desired data as some of the other systems do not have the ability to analyze all the of the nuclei. The ease of maintenance and probe cleaning also provides the benefit of not needing the vendor to send a technician to service the instrument. The North American Industry Classification System (NAICS) for this requirement is 334516 and the size standard is 1,000 employees. THIS IS NOT A REQUEST FOR PROPOSALS. No solicitation document is available. Interested parties may identify their interest and capability by sending responses regarding this requirement to the Army Contracting Command – Aberdeen Proving Ground CCAP-DDN, Natick Contracting Division via email ONLY to meri.l.jones.civ@army.mil no later than 3:00 p.m. EST 12 July 2025. The U.S. government will not pay for any information or administrative cost incurred in response to the Notice. All costs associated with responding to this Notice will be solely at the expense of the interested party.
