This solicitation is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. This solicitation document and Incorporated provisions are those in effect through Federal Acquisition Circular 2025-06, effective 10/01/2025. The NAICS Code is 541519; the Small Business size standard is $34M. The U.S. Department of Transportation/John A. Volpe National Transportation Systems Center (Volpe Center) intends to solicit and award on a sole source basis to Wasmer Consulting, in accordance with FAR 13.106-1(b). The Volpe Center is supporting the Department of Defense War (DOD/W) in modeling military transportation related noise to meet AICUZ, NEPA and other mandates and statutes. In order to remove obstacles to general flight operations and flight training (needed for military readiness) around installations, the Volpe Center seeks to add new functionality to BaseOps to efficiently import and export data for military training exercises and to reduce conflicts between exclusion zones and air operations, in accordance with the attached Statement of Work (SOW) and terms and conditions. All contractors must have an active Federal Government contracts registration in SAM.gov and must maintain througout the life of the contract through final payment. REQUIREMENTS/SPECIFICATIONS The Government intends to award a firm fixed price purchase order as a result of this Combined Synopsis/Solicitation. This notice is expected to result in a single award, subject to receipt of an acceptable quote. Please provide a firm fixed price quote in accordance with the contract items (CLINs) below and the attached Statement of Work (SOW).
