Summary

AI-generated · Aug 24, 2025

Provide technical support to design and develop hardware and software updates for the Global Reconstruction and Measurement Suite (GRAMS) used with Maritime Patrol and Reconnaissance Aircraft. Upgrades will enable the extraction of measured sound pressure level data for frontline operators and Navy Intelligence, support post-flight analysis of Acoustic Intelligence data to evaluate aircrew performance, and allow extraction of more data than the initial analyses. The software will deliver in-flight SPL use for pattern re-evaluation and mission planning, support deep-dive acoustic analysis for ACINT, improve operator performance in detection and classification, enable post-flight mission reconstruction, data archiving and dissemination, and must integrate with existing modes, equipment, and databases without interference.

Procurement was conducted as a sole-source action under statutory authority, with a justified sole-source basis (J&A) for a firm-fixed-price contract. The award covers a six-month period and was made to Maritime Surveillance Associates, reflecting the government’s chosen single-source approach for this requirement.

The Naval Air Systems Command (NAVAIR) has awarded a Firm Fixed Price (FFP) contract to Maritime Surveillance Associates (MSA), MA 02318-119 to provide technical support for the design and development of hardware and software updates and provide improvements to the Global Reconstruction and Measurement Suite (GRAMS). The GRAMs Software provides Maritime Patrol and Reconnaissance Aircraft (MPRA) the ability to extract measured Sound Pressure Level data to the frontline warfighter, as well as the Office of Navy Intelligence. The post-flight analysis aspects of the software will be utilized to evaluate aircrew performance of the Acoustic Intelligence (ACINT) data collection mission, as well as provide the post flight analysis team with a method to extract more data than what was collected on the first pass analysis. The software will be capable of providing recommendations for enhanced mission planning for follow on flights, deployment of tactical sensors. The software will also be capable of deep dive acoustic analysis for the extraction of ACINT. The GRAMS software upgrades not only provide continued advances in post flight analysis but also provides for in-flight use of measured sound pressure level data for pattern re-evaluation, pattern re-calculation, improved operator performance in detection and classification, post-flight mission reconstruction, and data archiving and dissemination. This software will be capable of integrating with existing modes, equipment and databases without interference. This acquisition was synopsized under N00019-25-RFPREQ-APM264-0172 on 5 February 2025 and was awarded on 24 April 2025 in the amount of $415,388.13. The period of performance is 6 months. This acquisition was conducted on a sole-source basis under statutory authority of Title 10, U.S.C. Section 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government. This effort is covered under the Justification and Approval (J&A) number 19-0542. A redacted version of the J&A is attached.
