NFARS Base Telephone Service requires long-distance and local communications services under a five-year contract (base year plus four option years) with a firm-fixed-price structure. The contractor will provide telephony services per the attached performance work statement, deliver to NFARS, and must include a technical capability statement with equipment specifications, a clear price breakdown for each option year plus initial setup, and 2–4 examples of similar past performance. Bids must be SAM-registered; the award will go to the lowest-priced proposal that the government determines has acceptable technical capability and past performance; discussions may be opened if needed.

Amendments add clarifications: the design calls for path diversity with a redundant path, and the solution may involve a single or dual entrance architecture with active-active load balancing (approximately 50/50). The DMARC location and service-termination point are subject to change; site surveys may be conducted; the plan anticipates porting around 3,100 DIDs and provisioning about 100 SIP trunk ports, with roughly 3,125 end-user devices. Start of performance is required within 120 days of award, and provisioning lead time is noted as roughly 90–120 days after order submission. The government uses Cisco Call Manager and expects compatibility; a revised PWS was issued, and a pre-proposal site visit will be held for interested bidders.

No provisioning for 911 should be required of the vendor. j. What is the brand name and software version of the government telecom switch that the system needs to integrate with? We use Cisco Call Manager System Version: 14.0.1.14901-1. 2. Provide a revised PWS. See attachment. 3.
