RE-INITIATION OF KNFS EXTERNAL REVIEW Special Notice Klamath River Revised Natural Flow Study This is not a solicitation. This is a notification of an intent to award a single source procurement under NAICS code 541360. The Bureau of Reclamation Acquisition and Operation Branch in Denver, Colorado will solicit and award a firm fixed price purchase order to Dr. Rick Allen - EVAPOTRANSPIRATION PLUS LLC, for a peer review of a specific component of the Klamath River Revised Natural Flow Study. This Study will leverage current science, methods, and tools to develop new naturalized streamflow estimates for certain locations in the Klamath River basin. The Government believes that only one responsible source can provide this requirement. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1), only one source and no other supplies or services will satisfy agency requirements. If firms believe they have the technical capability to meet this need, submit a technical capability statement along with business profile to ConnieAnn Tudela-Kately at ctudelakately@usbr.gov. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirements and include Unique Entity ID (UEI). All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. All responses must be received by 5:00 pm ED on, August 26, 2025. Telephone responses will not be considered. Any information received will be treated as market research information towards future similar or same requirements. Quotations or proposals received in response to this notice will not be accepted since this notice is not a request for proposal.
