This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) Solicitation number 140R2026Q0024 is issued as a request for quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01 dated 3/13/2026. (iv) This acquisition is Open Market with no set-aside. The NAICS code is 541690 and the size standard is $19.0 million (v) The contract line items are listed in the price schedule of the solicitation package (see Attachment 1). When providing a quote, please fill in your fully burdened rate for each labor category for each year. Do not change the estimated hours. (vi) The contractor shall provide services to support improvements to operational assumptions within the CalSim 3 model and support the Bureau of Reclamation in related operations analysis, focusing on allocation, export, model efficiency, Cooperating Operations Agreement and Millerton operations logic.
