The Department of the Interior, Interior Region 10 California Great Basin is issuing this source sought announcement as a means of conducting market research to identify business capable of providing a comprehensive assessment of how changes in water demands across the Truckee and Carson River basins will impact the ability of the 1997 Operating Criteria and Procedures (OCAP) to meet its objectives for the Bureau of Reclamations Newlands Project in Nevada. It includes analyzing historical water demand trends, developing future demand scenarios, and modeling the OCAP's performance under those scenarios to identify vulnerabilities. The results of this project will inform an ongoing process to revise the OCAP to ensure it remains effective and legally compliant into the future. DRAFT Performance Work Statement attached. The North American Industry Classification System (NAICS) code for this requirement is 541620 and the associated small business size standard is $19 million. All businesses with the capability and availability to perform the requirement under the applicable NAICS code are invited to submit a response to this notice.
