The purpose of this Sources Sought Notice is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUBZone, SDVOSB, WOSB, & EDWOSB businesses are highly encouraged to participate. Objective: To find sources that are qualified to meet the supplies/services as listed below. Note that the specific requirements are subject to change prior to the release of any solicitation. The Department of the Interior, United States Geological Survey, Water Mission Area, Earth System Processes Division has a requirement for a firm, fixed-price contract providing three consecutive years of access to a data package that allows the user to download and analyze the data. It shall include data center location, cooling technology information, type, building parameters, tenancy, renewable technology implemented, and other metadata describing the data center operations for all 50 states. The major requirements include: machine readable, tabular dataset with information on datacenter services & infrastructure, facilities database, plus research covering capacity, utilization, products, technologies, strategies, trends and AIs impact on the sector. Data descriptions include technologies covered include cooling, connectivity, demand-side energy approaches, redundancy, IT hardware and software for the management of datacenters (such as DCIM) and edge datacenters. Interested firms shall submit (1) NAME, ADDRESS, and PHONE NUMBER OF THE FIRM (including UEI (Unique Entity Identifier); (2) a CAPABILITY STATEMENT including (a) RECENT (within the last three fiscal years) RELEVANT (similar projects to this requirement) performance history (identify the name of the owner and their point(s) of contact with telephone and fax numbers, e-mail addresses; and (b) in what capacity (e.g., prime, subcontractor etc.) they performed the work; and (3) their SIZE STATUS. Your company must have a UEI number and be registered on-line at the System for Award Management (SAM). You will also be required to provide your small business status information either via the On-line Representations and Certifications also located at the SAM.gov website before an award to your company can be made. Your online registration covers all offers to the Federal Government and needs annual updates. Email responses to Susan Ruggles, sruggles@usgs.gov. At this time, the Government is not accepting questions pertaining to the sources sought notice. Responses to this source sought notice will be used by the Government to make appropriate acquisition decisions. The U.S. Geological Survey, Water Mission Area, Earth System Processes Division, has a requirement to access a database that provides industry supplied information on data center growth: locations, impacts, and demand drivers as described in Attachment 1 statement of work. The firm, fixed-price contract is for a base year plus two option years. Quotes shall provide pricing for the base year and two option years, and technical capabilities to perform the work. The basis of award is lowest-price technically acceptable (see E.7. Evaluation). Quote submissions are due on or before 2/19/2026. The anticipated award date is 3/01/2026. The acquisition is not a small business set-aside. The NAICS is 518210. Vendors must be registered at https://www.sam.gov/ to be awarded the contract. All responsible sources may submit a quotation which shall be considered by the government. All correspondence and quotes MUST be emailed to sruggles@usgs.gov.
