Summary

AI-generated · Jun 05, 2026

Award a purchase order to ABR, Inc. for aerial survey and reporting in northern Alaska, requiring specialized aerial wildlife survey techniques and extensive experience flying in remote, roadless areas. The work uses a Piper Super-cub aircraft flown at low altitude and low speed to obtain high-resolution imagery that enables counting and species-identification of goslings and adult geese, while providing adequate ground coverage and minimizing wildlife disturbance, with all tasks and deliverables defined in the attached Statement of Work.

This is a sole-source action under FAR Part 12 with no solicitation issued. The government may accept capability statements from other parties, but the final decision to compete rests solely with the government. Hardcopy or SAM.gov submissions are not accepted; responses should be submitted by the closing date via email to the designated address.

This is a notice of intent to solicit from a single source. The U.S. Geological Survey (USGS), intends to award a purchase order with ABR, Inc. Fairbanks, AK for aerial survey and reporting as described in the attached Statement of Work. Award will be made in accordance with Federal Acquisition Regulation FAR Part 12 Acquisition of Commercial Products and Commercial Services. ABR, Inc. is, to the USGS knowledge, the only source as the survey requires expertise in aerial wildlife survey techniques, as well as extensive experience flying in remote, roadless areas of northern Alaska. It also requires a specific type of small aircraft (Piper Super-cub) which can be flown at low altitude and low speed, ensuring high-resolution imagery sufficient for counting and identifying goslings and adult geese to species while achieving adequate ground coverage without causing wildlife disturbance. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.203. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a capability statement by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The NAICS code for this action is 541990 All Other Professional, Scientific, and Technical Services with the associated standard size of $19.5 million Responses or inquiries shall only be accepted through electronic mail addressed to tracy_huot@ios.doi.gov and must be uploaded and received in their entirety no later than 06/15/2026 1700 PD. Responses submitted by hardcopy or the SAM.gov portal shall not be accepted or considered.
