SOLE SOURCE – NOTICE OF INTENT Title: Audio Visual (AV) Systems Maintenance and Support Services Solicitation/Reference Number: PCA-NHLBI-02361 Posted Date: 8/07/26 Response Date: 8/17/26 PSC Code: DB02 IT and Telecom - Compute Support Services, Non-hpc (labor) NAICS Code: 541519 - Other Computer Related Services 1.0 DESCRIPTION The Department of Health and Human Services (HHS), Office of Mission Acquisition Solutions (OMAS) on behalf of National Institutes of Health (NIH), National Heart, Lung and Blood Institute (NHLBI), Information Technology and Applications Center (ITAC), intends to procure on a sole source basis to provide maintenance and support services for twenty-one (21) complex, integrated audio-visual (AV) systems located across NHLBI conference rooms. These rooms contain advanced, proprietary-programmed equipment including digital signal processors (DSPs), control processors, touch panels, switching/routing hardware, cameras, microphones, displays, and video conferencing platforms. TRITECH COMMUNICATIONS INC 625 Locust ST STE 300 Garden City, New York 11530-6557 This acquisition will be processed under FAR Part 12 – Acquisition of Commercial Products and Commercial Services and will be made pursuant to the authority at 41 U.S.C. 1901, utilizing simplified procedures in accordance with RFO 12.201-1. Competition is being restricted in accordance with RFO FAR 12.102(a), based on the Contracting Officer’s determination that only one source is available to meet the Government’s requirements. The North American Industry Classification System code is 541519 and the business size standard is $34 Million. The following is the requirement for solicitation number: PCA-NHLBI-02361 Professional IT services will be utilized by ITAC for: • Troubleshooting and repair of AV hardware and control systems • Reprogramming and recoding of proprietary control code • System optimization and functionality enhancements • Preventative maintenance (1 visit/year) • Service desk response within 4 hours; on-site dispatch within 2 business days • Phone support, training, and site surveys 2.0 UNIQUE QUALIFICATIONS OF THE CONTRACTOR ITAC requires specialized contractor support from a provider uniquely qualified to deliver continued support for the existing audiovisual (AV) systems. TriTech Communications Inc is the original service provider, having designed, programmed and integrated the current audiovisual (AV) environment. As the original system integrator, TriTech maintains exclusive knowledge of the proprietary control software, system architecture, configurations, and operational dependencies that support the existing systems. This specialized expertise enables the contractor to accurately diagnose issues, perform maintenance, implement modifications, and enhance system capabilities while minimizing risk and avoiding disruption to existing functionality. There is no other known contractor that has access to the proprietary codes, programming documentation, or configuration history required to perform these services. Any attempt by another vendor to assume support would require extensive redevelopment, and system reprogramming, resulting in potential increased costs, prolonged downtime, and unnecessary operational risk of disruption. TriTech's specialized expertise ensures uninterrupted support for mission-critical conference rooms used for executive briefings, Council meetings, hybrid collaboration, and other high-priority needs for the Government. The contractors continued services provide the most efficient and reliable means of maintaining system performance while avoiding disruptions to ongoing operations. 3.0 RESPONSE INSTRUCTIONS This notice is not a request for competitive quotations. However, all responsible sources may submit a capability statement, which will be considered by the agency. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow the Office of Mission Acquisition Solutions (OMAS) to determine if the party can perform the requirement. All responses must be sent via email to Contracting Officer, Christopher Shih, at christopher.shih@hhs.gov and Contract Specialist, Tasha Lowe, at tasha.lowe@hhs.gov by no later than 12:00 pm EST on Monday, August 17, 2026. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
