Summary

AI-generated · Sep 09, 2025

Analyze safety reports and broadly disseminate de-identified safety information about current and potential deficiencies in the National Airspace System under the Aviation Safety Reporting System (ASRS) and related reporting systems. ASRS collects reports from a wide range of aviation participants, including pilots, air traffic controllers, dispatchers, ground operations personnel, maintenance staff, flight attendants, and UAV operators.

The work is a sole-source contract modification to expand ASRS services under FAR 6.302-1, increasing reporting services with Booz Allen Hamilton under the existing contract. No commercial item procurement under FAR Part 12. Organizations capable of performing the effort may submit capabilities and qualifications for consideration to determine whether a competitive process will be pursued; submissions are evaluated solely to decide on competition. NASA’s procurement includes an Ombudsman program.

NASA/ARC has a requirement for analyzing safety reports and broadly disseminate the de-identified safety information concerning current and potential deficiencies in the operational performance of the National Airspace System under the Aviation Safety Reporting System (ASRS) and related reporting systems. ASRS receives reports from any person involved in the aviation system including pilots, air traffic controllers, dispatchers, ground operations, maintenance, flight attendants, and those involved in Unmanned Aerial Vehicle (UAV) operations. NASA/ARC intends to issue a sole source contract modification to acquire the ASRS services in accordance with FAR 6.302-1. The modification will be for the current contract 80ARC024DA001 for the increase of reporting services to Booz Allen Hamilton. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Jeanne Chun, Contracting Officer, at jeanne.s.chun@nasa.gov not later than 3:00 PM Pacific time on Friday, September 19, 2025. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at : https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf
