Notice of Intent to Sole Source The Naval Supply Systems Command (NAVSUP), Fleet Logistics Center Jacksonville (FLCJ), FL intends to issue a sole source award for the procurement of Inspection, Assessment and Repair of Port Structures Course of Instruction (COI) to American Society of Civil Engineers. Port assessment and repair training by ASCE provides mission specific skills vital to the Naval Construction Force. Mission specific training will include understanding of port facility functions, assessment analysis, data collection, reporting criteria, data organization, condition index rating, capacity reduction due to degradation, repair plan development, repair validation, along with practical applications.
