Summary

AI-generated · Mar 17, 2026

Market research to identify sources capable of supplying AN/PVS-31 night vision devices for Foreign Military Sales to Colombia, across three defined cases. Case 1 calls for the AN/PVS-31D binocular system with 37 White Phosphor image intensifier tubes (plus standard accessories such as viewer, case, eye cups, lens caps, mounts, manuals), Case 2 for the AN/PVS-31D with 19 tubes plus a nitrogen purge kit, modification/tool sets, and Wilcox G24 helmet mounts, and Case 3 for the AN/PVS-31A with 44 units and associated image intensifier tubes (with tubes limited to FOM 2000 for those types) plus helmet mounts and related hardware. Respondents may quote rough order of magnitude (ROM) prices and delivery timelines for any combination of the three cases, and must demonstrate the ability to deliver the hardware and any required radio configurations or software for the systems.

This is an informational, non-binding market survey that may lead to a set-aside or full and open competition, with a single award anticipated. Responses are voluntary and will not be returned; no funds are provided for response preparation. Potential contractors should be prepared to comply with unclassified security requirements, a Cybersecurity Maturity Model Certification (CMMC) Level 2 (self), with possible C3PAO assessment after 2026, and the Berry Amendment specialty metals restrictions under DFARS. Respondents must be SAM-registered and provide capability statements showing they can act as a single provider for hardware and services, or describe proposed teaming/subcontracting arrangements, along with ROM cost and delivery estimates and past performance relevant to these capabilities.
