All offers shall be in the English language and in U.S. dollars. Sources Sought Notice: DLA Energy intends to award a portion of the F76 requirement on a non-competitive basis in accordance with FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The quantity contemplated is 25,800,000 U.S. gallons (USG) of F76 delivered by Pipeline, for Defense Fuel Supply Point (DFSP) Rota, located in Rota, Spain for the same delivery period as the rest of the requirements. Compania Espanola De Petroleos SA (CEPSA) / Moeve is specified as the only source authorized to supply this fuel requirement within Spain. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Authorization from CEPSA/Moeve to access the CEPSA/Moeve Refinery pipeline that can deliver F76 to the DFSP Rota storage tanks must be included. This is not a request for competitive proposals. Other interested parties may submit a capability statement which shall be considered by the Government. The capability statement must include authorization from CEPSA/Moeve to supply this requirement. The deadline to respond to the sources sought notice is 1:00 PM, local Fort Belvoir time on October 31, 2025. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
