INTRODUCTION: The Naval Air Systems Command (NAVAIR) at Patuxent River, MD announces its intention to identify potential sources for a future Indefinite Delivery/Indefinite Quantity (IDIQ) contract to support the AN/ALQ-214 On-Board Radio Frequency (RF) Electronic Countermeasure System. Orders under this contract will be to obtain engineering and technical services, logistics support, and related supplies. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible businesses capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice. ELIGIBILITY: The Product/Service Code (PSC) for this requirement is 5865: Electronic Countermeasures, Counter-countermeasures and Quick Reaction Capability Equipment. All interested businesses are encouraged to respond. ANTICIPATED PERIOD OF PERFORMANCE: The anticipated Period of Performance for the base IDIQ contract is expected to begin on or around October 31, 2027, with a total ordering period of five years. This contract is intended to satisfy requirements for FY28 through FY32. ANTICIPATED CONTRACT TYPE: The contract type is anticipated to be Firm-Fixed-Price (FFP). PROGRAM BACKGROUND: The AN/ALQ-214 is an on-board Radio Frequency (RF) electronic countermeasure system that increases the survivability of tactical aircraft against RF threats. It is part of the Integrated Defensive Electronic Countermeasures (IDECM) System currently hosted on F/A-18 C-F aircraft. This program provides critical aircraft survivability capabilities for naval aviation platforms. REQUIRED CAPABILITIES: Requirements include procurement of upgrade kits, Shop Replaceable Assemblies (SRAs), logistics, repair, software, engineering, and technical support for the AN/ALQ-214 system. Individual orders will be awarded to procure the following: - Engineering support, including software improvement efforts resulting in executable software/firmware upgrades to the ALQ-214 system or test equipment, reliability investigations on the existing ALQ-214 system, and redesign efforts as necessary to mitigate Diminishing Manufacturing Sources and Supply Shortages (DMSMS) or obsolescence issues that arise in operation and repair of the system. - Logistics support, including procurement of Shop Replaceable Assemblies (SRAs), upgrade kits, subassemblies, and materials; update of technical publications; and repair of ALQ-214 systems or test equipment. The Government does not currently possess a complete Level III Technical Data Package (TDP) for the AN/ALQ-214 system with unlimited rights determined. Any interested business would need to have the requisite technical data or negotiate for access to and use of that data from the original equipment manufacturer in order to fulfill the potential requirements. INCUMBENT: This is a follow-on requirement. The vendor for the preceding contract (N0001922G0005) is L3Harris Technologies, Inc.
