INTENT TO SOLE SOURCE The Department of Veterans Affairs, Network Contracting Office (NCO) 6 located at 100 Emancipation Drive, Hampton, VA 23667-9900 in support of the Durham VA Health Care System located at 508 Fulton Street, Durham, NC 37705-3875 intends to enter into a sole source procurement with Duke University 2080 Duke University Rd., Durham, NC 27708. This procurement to Duke University Metabolomics, Proteomics, and Sequencing Laboratory at the Durham VAHCS is part of a Research and Development study fir the metabolomics and proteomic lab services that will inform the VA plasma-based signature of outcomes after HCV cure and are relevant to Veterans with severe liver disease. The Contractor, Duke University will provide tissue and blood collections, processing and shipping as described in the approved VA IRB protocols including state of the art biorepository and pathology technologies. NAICS code for this requirement is 541714, Research and Development in Biotechnology (except Nanobiotechnology). The period of performance will be a one-time service. Justification for this sole source procurement is in accordance with FAR 13.106-1 (b) Soliciting from a Single Source. This Notice of Intent is not a request for competitive quotes. No solicitation documents are available and telephone requests will not be accepted. Interested businesses may identify their interest in the requirement and provide relevant past-experience and expertise in written notice. Supporting evidence must be furnished in sufficient detailed to demonstrate the ability to comply with the above requirement. All information shall be furnished at to cost or obligation to the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this procurement is based upon responses to the notice and is solely within the discretion of the Government.
