Summary

AI-generated · Feb 06, 2026

Award a sole-source contract to QuesGen Systems, Inc. to provide hosting services, maintenance, and as-needed technical support for the TRACK-VA database used by the San Francisco VA Healthcare System. The agreement covers data quality monitoring and secure user access for authorized study personnel, to ensure uninterrupted data collection, management, and analysis through the completion of TRACK-VA activities (recruitment, follow-up, and final analyses) with a one-year base period and one option year, through late 2027/early 2028.

This action is based on the TRACK-VA database already being established on the QuesGen platform, and migrating to a different system would incur substantial costs and delays (data migration, revalidation, staff retraining) and risk data integrity, potentially delaying 3–6 months. With the study in its final year and focused on data processing and analysis, maintaining the current platform is essential. No competitive solicitation will be issued; the contract is justified under FAR 6.302.1-1 (Only One Responsible Source).

Pre-Solicitation Notice for the notice of intent to award a sole source contract. This is not a solicitation. Regional Procurement Office (RPO) - East intends to negotiate a sole source contract for a one (1) year base period to include one (1) option year with QuesGen Systems, Inc., located at 1325 Howard Avenue, #437, Burlingame, California, 94010, for the San Francisco VA Healthcare System for continued hosting services, maintenance, and as-needed technical support of the existing TRACK-VA database; data quality monitoring; and secure user access for authorized study personnel throughout the completion of TRACK-VA activities. These services are essential to ensure uninterrupted data collection, management, and analysis for the VA funded TRACK-VA project through the end of recruitment, follow-up, and final data analyses, which are expected to continue through late 2027/early 2028. Because the TRACK-VA database is already established and nearly complete on the QuesGen Systems, Inc. platform, transitioning to an alternative data management and analysis system is not operationally or financially feasible. Establishing a new contract and recreating the database on a different platform would incur substantial costs for duplicative effort (e.g.: data migration, system configuration, revalidation, and staff retraining), require extensive personnel effort for data transfer and quality control, and introduce a projected 3 6-month delay in the study progress. These disruptions would create a significant risk to data integrity and continuity. Furthermore, the VA-funded TRACK-VA study is in its final year of recruitment and follow-up, and the project team is currently focused on data processing and analysis. A change in the data management system at this stage would impose a considerable burden on project staff and would jeopardize the timely completion of the study s scientific aims. Since the intent is to procure this on a sole source basis, no solicitation will be posted to SAM.gov Contract Opportunities. The applicable NAICS code is 518210, with a $40M size standard. The PSC is AN41. The authority for this action is FAR 6.302.1-1 Only One Responsible source, and no other supplies or services will satisfy agency requirements. Interested persons may contact the Contracting Officer via email at millicent.covert@va.gov regarding this procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
