INTENT TO SOLE SOURCE IHS1514720 The Indian Health Service, Nashville, TN Area intends to make a sole source award (firm-fixed price and/or cost-reimbursement) to Native American Lifelines, 1119 St. Paul Street, Baltimore, MD 21202 to an Urban Indian Organization (UIO) for the provision of health care and referral services for Urban Indian beneficiaries residing within the urban center, which services meet the requirements of the Indian Health Care Improvement Act (IHCIA) and will continue to elevate the health status of eligible Urban Indians to the highest level possible. Services are provided pursuant to P.L. 94-437, Indian Health Care Improvement Act, as amended. To ensure the availability of the services and procedures stated herein in the states of Maryland and Massachusetts areas, the Contractor shall provide the services. The applicable statutes are the Snyder Act of 1921 (25 U.S.C., 13) and Title V of the Indian Health Care Improvement Act (PL 94-437), as amended. The JOFOC is also pursuant to Federal Acquisition Regulation 6.302-5 and 41 U.S. C., 253 (c) (5) and the use of set asides under the Buy Indian Act, 25 U.S.C., 47. Full and open competition need not be provided for when a statute expressly authorizes or requires that the acquisition be made from specified sources such as identified by Title V and pursuant to the Buy Indian Act. Previous awards for this service were sole source. Native American Lifelines, Inc is the only source available and capable of providing service under the urban Indian organization (UIO) for the provision of health care and referral services for Urban Indian beneficiaries residing within the urban center, which services meet the requirements of the Indian Health Care Improvement Act (IHCIA) and will continue to elevate the health status of eligible Urban Indians to the highest level possible. The period of performance for the award is anticipated to be a twelve month base period. 08/01/2025 (or date of award) 07/31/2026 with four option years. NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Notice. Telephone responses or inquiries to this Notice will not be accepted. The Indian Health Service/Nashville Area will consider written responses received no later than 7/21/2025. Responses must be submitted electronically to donna.harjo@ihs.gov. Responses must include sufficient evidence that clearly shows your organization is capable of providing the content described in this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no written response is received by the aforementioned deadline that clearly demonstrates an ability to meet all requirements, and that is more advantageous to the Government, Indian Health will make award on a sole source basis to Native American Lifelines, Inc. Qualified Contractors must provide the following: 1. The name and location of your company, contact information, and identify your organization with 51% Native American Indian Board members residing the Baltimore, MD and Boston, Ma urban area. 2. UEI Number. 3. Specific details of the service(s) that your organization s offers in regards to this notice. 5. A brief capabilities statement (not to exceed 5 pages) that includes a description of your organization s standard line of services, Microsoft Office and Adobe compatible documents are acceptable. No other information regarding this Notice will be provided at this time. The period of performance for this service is to be a Base year plus four option years.
