V-22 Osprey Spares (Outfitting Changes) NAVSUP Weapon Systems Support (NAVSUP WSS) Philadelphia is seeking eligible contractors to provide to provide for the acquisition of V-22 Osprey Platform spares to support new outfitting requirements and changes to current outfitting levels for the National Item Identification Numbers (NIINs) identified in this announcement. The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Absent Government approval of additional sources, the Government intends to contract directly with Bell Boeing Joint Program Office, Cage Code 3B1R2 and solicit for PBL support of the V-22 NIINs identified in this announcement. One or more of the items under this acquisition is subject to the Free Trade Agreements Act and/or the World Trade Organization Government Procurement Agreement and Free Trade Agreements. The Government does not possess the data necessary to perform the requirements under this contract. The identified source is the Original Equipment Manufacturer (OEM) for the 37 identified NIINs. All responsible sources may identify their interest and provide capability statements in response to this notice. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Source Approval is required. WSS will not delay award while Source Approval is pending. The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source.
