Page 2 of 2 NOTICE OF INTENT TO AWARD SOLE SOURCE: Department of Veterans Affairs (VA) Regional Procurement Office East, Network Contracting Office 2 (NCO 2) intends to award a sole source contract award to University Michigan, 503 Thompson Street, Ann Arbor, Michigan 48109. The period of performance for contract award will be on or about September 1, 2025 to August 31, 2026, with a provision of three (3) option years. This requirement is to provide the VA Airborne Hazards and Burn Pits Center of Excellence (AHBPCE) with services from the University of Michigan that has extensive knowledge and expertise in quantitative analysis of high-resolution chest computed tomography (HRCT) scans. They will provide data management and quantitative analysis services of HRCTs. The AHBPCE has acquired paired inspiratory and expiratory HRCTs from Veterans referred for clinical evaluation and/or volunteers for research. The VA interest is in quantifying multiple endpoints from these scans using quantitative CT (qCT) analysis. for the NJ VA Medical Center 385 Tremont Ave., East Orange, NJ 07018. University of Michigan is the only known provider since they are performing advance cutting-edge research that isn t yet available as a commercial product. IS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, any firm that believes it can meet the requirements may give written notification prior to the response due date and time. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the award. Responses are due by July 28, 2025 10:00 a.m. (EST). Responses shall be submitted via e-mail to Kimberly.wiatrowski@va.gov.
