This competitive announcement includes the attached Screening Information Request (SIR) 69M215-25-R-00011 (and associated attached documents) and is being issued as unrestricted utilizing Best Value-Tradeoff Source Selection Procedures, in accordance with the FAA’s Acquisition Management System (AMS). The North American Industry Classification System (NAICS) code is 541715 – Research & Development in Physical, Engineering, and Life Science (Except Nanotechnology and Biotechnology), with a small business size standard of 1,000 employees. The FAA Intends to award a single Indefinite Delivery Indefinite Quantity (IDIQ) Time and Materials (T&M) type contract. This resultant contract will contain an initial twelve (12) month base period and four (4) additional twelve (12) month ordering periods. Individual Task Orders will be issued on a Time and Material (T&M) basis. Task Orders may also be issued on a Firm Fixed Price (FFP) basis when determined in the Government’s best interest. Questions about this SIR are to be submitted, in writing only, via email to joseph.s.szwec@faa.gov no later than 12:00 Noon (Eastern) on 6/4/2025. They will be answered in an Amendment to the SIR if deemed necessary and posted to SAM.gov for all interested parties to consider. Prospective Offerors are encouraged to frequently visit SAM.gov for any updates to this requirement. Proposals are due no later than 3:00 p.m. (Eastern) on 6/17/2025. Please see the SIR for proposal submission requirements. Any responses received after 3:00 p.m. (Eastern), 6/17/2025, may not be considered and may be determined ineligible in accordance with AMS provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals of Submittals. This SIR is not to be construed as a contract or a commitment of any kind. The Government is not responsible for any costs attributed to the preparation and submission of proposals.
