This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is issued as a request for quote (RFQ) for the following requirement: Evaluation Criteria Offers will be evaluated using the Lowest Price Technically Acceptable (LPTA) process. Award will be made to the responsible offeror whose offer, conforming to the solicitation, is determined to be technically acceptable and offers the lowest evaluated price. 1. Failure to meet any of the minimum technical requirements will result in the proposal being considered technically unacceptable and will not be further evaluated. 2.
