Instructions on how to complete this form are also attached. The Govenrment will evaluate firms based on the qualifications outlined in the attached document A&E Qualifications . The Government will negotiate an IDIQ contract with the most highly qualified firm. The Government may elect to award a single IDIQ contract or to award multiple IDIQ contracts to two or more sources under this solicitation. The anticipated performance period is for a base year, with four one-year option periods, if exercised by the Government. Contractors must be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to submitting their qualifications. In accordance with DOSAR 652.242-73 AUTHORIZATION AND PERFORMANCE (AUG 1999), all interested parties must possess all permits and licenses required to do business in Spain.
