Upgrade Lightning Protection Systems across the installation, with initial focus on Comm Services (B2268), Base OPS/Air Traffic Control Tower (B1215/1216), Railhead and Pad (B89006), Q-Hill MUNS Build Up (B6370), Denali Pad (B1325), and Telephone Exchange (B3110). After risk assessments per NFPA 780, these systems are deemed essential for mission assurance and must be upgraded to current design standards.

The work involves architectural/engineering services to design and install/upgrade LPS to NFPA 780 and other applicable criteria, taking into account extreme Arctic conditions at Eielson AFB (e.g., freezing/thawing cycles and safety considerations). This is a sources sought for market research to identify capable vendors; responses should express interest through the channels listed in the notice.

The Sources Sought notice is posted by the Government agency seeking possible sources for a project. This notice is not a solicitation for work or a request for a project. The purpose of this notice is to identify interested and capable vendors to perform the work described below and to incorporate the results of this notice into the Government's Market Research Report. This project involves the upgrade of Lightning Protection Systems (LPS) across the installation. Having investigated all LPS requirements, the 354 CES has prioritized systems for upgrade based on their mission criticality. The initial facilities slated for LPS upgrades include Comm Services (B2268), Base OPS/Air Traffic Control Tower (B1215/1216), Railhead and Pad (B89006), Q-Hill MUNS Build Up (B6370), Denali Pad (B1325), and Telephone Exchange (B3110). Each of these facilities has undergone risk assessments in accordance with NFPA 780 to determine lightning strike vulnerability and the subsequent need for an LPS. Although calculations did not always indicate a mandatory requirement, the 354 CES has determined that these systems are essential to mission assurance and must be upgraded to current standards to ensure continuity of operations. All systems shall be designed and repaired to meet NFPA 780 and other applicable design criteria. The project acknowledges the extreme Arctic conditions at Eielson AFB, AK, necessitating careful consideration and planning for various challenges. With temperatures reaching extremely low levels, each Lightning Protection System must be designed to withstand these harsh conditions, minimizing safety risks and addressing freezing and thawing cycles. Respond to this notice by emailing the contract administrator Kimberly Graham at kimberly.graham.3@us.af.mil and the org box 354CONS.PKA.Designs@us.af.mil stating your firm's interest in accomplishing this effort.
