Develop Planning Study Documents for a Unidirectional Flushing Program (UDFP) at Eielson AFB, Alaska, including investigating existing records and assets, configuring and calibrating a GIS-integrated hydraulics model (for example WaterGEMS) using flow/pressure testing, and creating a UDFP with mapped flushing sequences, valve and hydrant operations, recommended velocities/flows, and field instructions with forms.

Deliverables include the calibrated hydraulics model, flushing sequence documentation and maps, updated GIS/CADD files with metadata, and an instruction manual with training for government personnel. The effort runs for six months after notice to proceed and requires kickoff and progress meetings, monthly status reports, and draft/final submittals subject to government reviews. Work must align with EPA distribution-system flushing practices, AWWA M32 modeling guidance, and comply with OSHA and Air Force requirements.
