The 354th Contracting Squadron is seeking A&E services to develop Planning Study Documents for a Unidirectional Flushing Program (UDFP) at Eielson AFB, Alaska (Project No. FTQW241400). The work includes Investigating existing records and assets; configuring and calibrating a GIS-integrated hydraulics model (e.g., WaterGEMS) using flow/pressure testing; and developing a UDFP with mapped sequences, valve/hydrant operations, recommended velocities/flows, and field instructions with forms. The objective is to improve water quality and system reliability by targeted, high-velocity, single-direction flushing consistent with industry practice. The scope includes kick-off and progress meetings, monthly status reports, draft and final submittals, and Government reviews.
