INTRODUCTION This Sources Sought notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement PGI 206.302-1(d). The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole source modification to The Raytheon Company to Delivery Order (DO) N0001921F0804 under Raytheon Corporate Basic Ordering Agreement (BOA) N0001920G0007. This modification will repair Weapons Replaceable Assemblies (WRAs) identified as nonfunctioning following baseline testing during the Engineering Change Proposal (ECP) 6279 upgrade completed by the Original Equipment Manufacturer (OEM). The effort is also to include Configuration upgrades. ELIGIBILITY The Product Service Code (PSC) for this requirement is 1680 (MISCELLANEOUS AIRCRAFT ACCESSORIES AND COMPONENTS) and the NAICS code is 334511(Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing). REQUIRED CAPABILITIES The radar was previously procured ECP-6279 Retrofit on a sole-source basis to Raytheon (OEM). Raytheon is the designer, developer, manufacturer, and Depot for the APG-79 radar. They are the sole owner of the drawings required to repair APG-79 equipment. Repairs are required prior to equipment modification through ECP-6279. INCUMBENT This contract action will be a modification to Delivery Order (DO) N0001921F0804 under the Raytheon Corporate Basic Ordering Agreement (BOA) N0001920G0007. ANTICIPATED PERIOD OF PERFORMANCE ANTICIPATED CONTRACT TYPE The Government anticipates issuing a Cost-Plus Fixed Fee (CPFF) modification to Delivery Order (DO) N0001921F0804. SUBMISSION DETAILS Interested businesses shall submit a brief capabilities statement package (no more than ten (10) 8.5x11 inch pages, font no smaller than 12 point, 1.5 spaced) demonstrating their ability to provide the supplies or services listed in the required capabilities described herein. Documentation should be in bullet format. All responses shall include Company Name, Company Address, Company Business Size, and Points-of-Contact (POC) including name, phone number, fax number and email address. The documentation must address, at a minimum, and contain the following: the type of work your company has performed in the past 3 years in support of same/similar requirement(s), Cage Code, UEI number, and DUNN s number. Include information such as contract number, organization supported, indication of whether a prime or subcontractor, contract value, Government point of contact and current telephone number, and a brief description of how the contract reference relates to the required capabilities described herein. Describe the specific technical capabilities and experience which your company possesses which will ensure capability to perform requirements as outlined in the required capabilities described herein. Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award a modification to Delivery Order (DO) N00019-21-F-0804 under the Corporate Basic Ordering Agreement (BOA) N00019-20-G-0007 or the Raytheon Corporate Follow-on BOA on a sole source basis to Raytheon. This modification is the continuing required effort to repair Weapons Replaceable Assemblies (WRAs) identified as nonfunctioning following baseline testing during Engineering Change Proposal (ECP) 6279 upgrades. The scope of this effort will also include configuration upgrades. The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(C)(1) and FAR 6.302-1, Only one Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements for the proposed action. Raytheon is the designer, developer, manufacturer, and depot for the APG-79 radar systems. They are the sole owner of drawings required to repair APG-79 equipment. Repairs are required prior to equipment modification through ECP 6279. Therefore, the Raytheon Company is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government s requirements on a timely basis and in a cost-effective manner. The Government has deemed the requirements listed above for the continued development or production of a major system, or highly specialized equipment, including major components thereof, to be available only through the original source, and has determined that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.
