The Naval Air Systems Command (NAVAIR) intends to award a sole source contract to BAE Systems Electronic Systems, Greenlawn, New York, to add KIV-80 capability into the Common Core Digital Interrogator (CCDI) design to create interchangeability for the KIV-79 and KIV-80. As the sole designer, developer and manufacturer of the Digital Interrogator (DI), BAE is the only source with the requisite knowledge, experience, data and technical expertise to provide the required supplies and services. The authority permitting other than full and open competition is Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, Only One Responsible Source , and no other supplies or services will satisfy agency requirements. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
