RESPONSE TO THIS ANNOUNCEMENT WILL BE USED BY THE GOVERNMENT TO MAKE APPROPRIATE ACQUISITION DECISIONS. A SUBSEQUENT SOLICITATION ANNOUNCEMENT MAY FOLLOW. RESPONSES TO THIS ANNOUNCEMENT WILL NOT BE CONSIDERED AS AN ADEQUATE RESPONSE TO ANY FUTURE ANNOUNCEMENT. Joint Base Charleston, located in Charleston, SC seeks a contractor provide, configure, and install the access control system for the three specified doors located in building 302 at Joint Base Charleston. The government is seeking responses from all qualified sources. Those wishing to identify their capability to provide their aforementioned services should respond to this announcement via email to aaryn.scires.1@us.af.mil no later than 08 September 2025 at 12:00 PM Eastern Standard Time. Interested parties should provide the following information: System Standard Features: CAC entry with multifactor authentication at 3 doors (front, back and vault). Video communications answering stations located in multiple offices. This will allow us to answer the door and perform proper vetting prior to allowing entrance. Entire system must be self-contained, with no network or internet access. The entire system must operate independently, without relying on user-supplied equipment, government computing resources, or existing building infrastructure wiring. Answering stations must provide remote door unlocking functionality, enabling office personnel to control access from workstations following successful visitor vetting, particularly when handling potentially classified material (to prevent unsupervised access). The entire system must utilize hardwired communication. Wireless communication technologies are prohibited, with the exception of authorized RFID readers. The system must operate under a perpetual licensing model, avoiding recurring annual licensing fees or subscriptions. One-time licensing and setup fees are acceptable. The system architecture must be scalable and expandable, allowing for future integration of additional products or expanded capabilities. The system must be fully compliant with TEMPEST and emission security (EMSEC) standards to mitigate the risk of compromising sensitive information through electromagnetic emissions. The system must include a comprehensive audit logging function to track personnel access events (dates and times) and facilitate detection of unauthorized or unusual access patterns. In accordance with DoDM 5200.08, C6.2.4 and DoDM 5200.01v1_DAFMAN 16-1404v1, Enclosure 3, Paragraph 12.a, a video communication system installed at the front entrance will enable remote visitor vetting, eliminating the need to physically open the door for initial communication. Access to communication facilities will be controlled, with entry restricted to authorized personnel only. Access to classified information is limited to individuals who: Possess current security clearance. Have executed an appropriate non-disclosure agreement. Demonstrate a valid need-to-know The access control system must be managed by authorized office personnel, providing the ability to enroll and disenroll individuals for unescorted access. This requirement aligns with CNSSI 4005, VII.A, which stipulates that cleared personnel with a need-to-know are responsible for managing lock combinations. This includes the following critical security measures: Lock combinations must be changed when: Personnel with authorized knowledge no longer require access (e.g., transfer, clearance revocation). There is a potential compromise of the combination. At a minimum, every two years, or sooner if any of the above conditions are met. The following practices are strictly prohibited: Recording or carrying combinations insecurely. Storing combinations for personal convenience. Storing combinations electronically without written approval from the cognizant security officer, especially at unattended or contingency facilities. This is particularly critical for combinations to facilities or containers housing COMSEC material. Scope: The Contractor shall provide, configure, and install the access control system for the specified three doors. System installation shall require minimal modifications to the building's structure. Surface mounting or routing through drop ceilings are preferred to minimize potential compromise of existing security infrastructure. The Contractor shall provide all equipment necessary for system installation, including any required rental equipment. The Contractor shall provide all necessary software for proper system operation. A maintenance agreement ensuring timely support for system errors must be established (one-time GPC payment acceptable) Delivery: The ACS system will be delivered to and installed in BLDG 302, Joint Base Charleston, SC. Amendment 1 The purpose of the amendment is to: 1. Attach a PDF document containing the dimensions and layout of Building 302 at Joint Base Charleston (Attch 06). --------------------------------------------------------------------- COMBINED SYNOPSIS/SOLICITATION ACS BADGE ENTRY SYSTEM JOINT BASE CHARLESTON (JB CHS), SC FA441825Q0070 (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and FAR Subpart 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requested, and a written solicitation will not be issued. (ii) FA441825Q0070 is issued as a request for quotation (RFQ). (iiI) These RFQ provisions and clauses are those in effect through Federal Acquisition Circular 2025-05 dated August 7, 2025. (iv) This acquisition is restricted to small business concerns. The associated NAICS code is 561621 with a $25 Millon size standard. (v) The purpose of this combined synopsis and solicitation is for the purchase and installation of a CAC enabled entry system in accordance with the Statement of Work. (Attch 02). (vi) The Government seeks delivery and installation no later than 30 days after award and shall be inclusive of all ordering and delivery of materials, equipment, parts, and final acceptance. The ACS system will be delivered to and installed in BLDG 302, Joint Base Charleston, SC. (c) Offerors shall submit no more than three past performance references covering projects similar to or the same as the requirements of the attached Statement of Work. References shall cover projects completed within the last three years as of the date of the RFQ. (d) Offers must submit a badge entry system design/layout in sufficient detail to show the location of CAC enabled entry controls, and video communications stations. The design/layout should be in sufficient detail to allow the government to evaluate the design/layout meets the requirements of the Statement of Work. (e) All companies must be registered in the System for Award Management at https://www.sam.gov/portal/public/SAM/ to be considered for award. All offerors shall include a completed copy of FAR 52.212-3, Offeror Representation and Certifications -- Commercial Item or complete electronic annual representations and certifications at the System for Award Management. (f) The Government will not provide contract financing for this acquisition. Invoice instruction shall be provided at time of award. (g) A Firm Fixed Priced Purchase Order is anticipated. (h) Acknowledgment of any amendments to this RFQ. (I) A statement that you agree to all terms of this RFQ. (j) Offerors must submit responses to this RFQ electronically by email to aaryn.scires.2@us.af.mil and taylor.mcdaniel.1@us.af.mil. (viii) FAR 52.212-2, Evaluation-Commercial Items applies to this acquisition with the following Addenda; (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. (b) The following factors shall be used to evaluate offers in the following relative order of importance: Price Past Performance Technical capability (c) Price The Government will first rank each offer from lowest to highest priced offer. The Government may determine whether an offer is unacceptable if the prices are significantly unbalanced. (d) Past Performance - Of the offers, having passed the price evaluation, the Government will begin evaluating past performance starting with the lowest priced offeror. Evaluation of the offerors past performance is subjective and will result in a rating of (See table below) Substantial, Satisfactory, Neutral, Limited, or No Confidence. Offerors who do not have recent and relevant past performance relating to this requirement will receive a rating of Neutral Confidence. Substantial Confidence: Based on the offeror s recent/relevant performance record, the Government has a high expectation the offeror will successfully perform the requirement. Satisfactory Confidence: Based on the offeror s recent/relevant performance record, the Government has a reasonable expectation the offeror will successfully perform the requirement. Neutral Confidence: No recent/relevant performance record is available or the offeror s performance record is so sparse, no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance. Limited Confidence: Based on the offeror s recent/relevant performance record, the Government has a low expectation the offeror will successfully perform the requirement. No Confidence: Based on the offeror s recent/relevant performance record, the Government has no expectation the offeror will successfully perform the requirement. The Government will evaluate past performance for recency and relevancy. Recency is defined as performance of similar services within the past three (3) years from the issue date of the solicitation. Relevancy is defined as services of the same magnitude such as projects with similar badge entry system installation/integration requirements. (e) Technical Following the performance evaluation, the Government will then evaluate offers by technical capability as pass/fail. To receive a pass rating, the Government will evaluate the Offeror s badge entry system to determine whether the system is equal the specified capabilities outlined on the Statement of Work (Attch 2). If the lowest priced offer, having passed the technical evaluation, receives a Substantial Performance Confidence Rating, that offer represents the best value for the Government and the evaluation process stops at this point; an award shall be made to that offeror without further consideration of any other offers. In the event the lowest priced offeror, having passed the technical evaluation does not receive a Substantial Performance Confidence Rating, the evaluation process will continue with the next lowest priced offeror until an offeror receives a Substantial Performance Confidence Rating, or all offers are evaluated. In the event an offeror other than the lowest priced offeror having passed the technical evaluation received a Substantial Performance Confidence Rating, the Contracting Officer will perform an integrated best value evaluation to determine the eventual awardee. The Government reserves the right to award a Substantial Performance Confidence Rated offeror and reserves the right to award to other than the lowest priced offeror. (f) The Government intends to award a contract without interchanges with respective offerors. The Government, however, does reserve the right to hold interchanges with one, some, none, or all offerors.
