Abaqus Software Maintenance — Special Notice. Description not provided in the notice, so the exact scope, deliverables, and requirements are not disclosed.

Announcement Type: Special Notice Classification Code: 7A21 Announcement Number: NB685000-25-02046 Subject: Notice of Intent to Noncompetitively Acquire Abaqus Software Maintenance Finite Element Analysis (FEA) software is a simulation tool used by scientists and engineers to predict the mechanical, electrical, thermal, and magnetic performance of parts and assemblies. NIST staff on multiple CHIPS Metrology projects use Abaqus FEA to simulate multiple key behaviors including the stress and strain in transistors and at advanced packaging interfaces, the coupled thermal-electrical behavior of nanocalorimeter sensors, and the contact mechanics of indentation. The predictive abilities FEA provides CHIPS projects are essential to (a) predicting the behavior of new devices and instrumentation setups, and (b) enabling bi-direction feedback between experiments and simulation that extend the capabilities of semiconductor metrology techniques. NIST owns 4 seats of Abaqus CAE Extended (graphical user interface) and 32 Abaqus Extended Tokens (compute/back end for serial and parallel jobs). This requirement is to provide continued product updates and technical support for the already owned NIST Abaqus licenses. Abaqus is a Finite Element Analysis (FEA) software package for simulating the mechanical, electrical, and thermal performance of materials and systems. NIST owns Abaqus licenses and requires maintenance for the licenses that includes technical support and software updates. This notice is not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. This acquisition is being conducted under the authority of FAR 13.106-1(b) via FAR 13.106-1(b). The North American Industry Classification System (NAICS) code for this acquisition is 423430 - Computer and Computer Peripheral Equipment and Software Merchant Wholesalers. NIST requires all software feature and security updates and technical support for Abaqus Extended products covered by NIST’s existing license. The contractor must provide 1) Abaqus CAE Extended – 4 seats Yearly Licensing 2) Abaqus Extended Tokens – 32 tokens Yearly Licensing 3) Provide all software updates released by the manufacturer throughout the period of performance. 4) Provide email and telephone technical support during normal business hours (8:30 to 17:00 Eastern Time) 5) Software must meet NIST IT Security and Standard operating configuration requirements as follows: The Government will perform security assessments for authorization (A&A) and continuous monitoring, to include web, database, and operating system vulnerability scanning (as applicable) and will inform the Contractor of identified risks associated with missing patches and/or configuration settings. The Government will determine the risk rating of identified vulnerabilities. The Government prefers, but does not require, that the Contractor provide an action plan, and a schedule for implementing the action plan and providing and updated version of the software, at no cost to the Government, to mitigate security risks found during A&A and continuous monitoring activities not later than 90 days of NIST’s notification of security risks. NIST’s site ID is 2985; and 6) The contract shall be an authorized reseller of Dassault Abaqus software. After thorough evaluation, it has been determined that Abaqus software from ImmixTechnology is essential for several reasons: Compatibility: NIST requires maintenance of NIST owned Abaqus FEA licenses that will entitle NIST to software updates that include new versions, features, and security updates; as well as technical support to enable NIST users to address the issues that arise when using Abaqus FEA software to address the needs of CHIPS Metrology. CHIPS has expanded the number of Abaqus users at NIST, so losing access to support and feature enhancements would highly impact those researchers’ ability to meet their mission requirements. Abaqus FEA is used by multiple CHIPS Metrology projects to validate new designs before fabrication and enable hybrid metrology methods that require matching of measurements to simulations. This capability is essential to these projects, and NIST is demonstrating to the semiconductor industry that hybrid simulation/experimental methods achieve insight that is not possible from experimental measurements alone. Dassault Simulia (the manufacturer of the Abaqus FEA software package) does not sell directly to Federal customers and redirects these sales through its only authorized reseller, ImmixTechnology. NIST conducted market research in February 2025 by internet searches, discussions with sources, and a sources sought posting. Sources sought NIST-SS25-59 was posted from June 24, 2025, through July 2, 2025. One response was received. The results of that market research revealed that only ImmixTechnology, 8444 WESTPARK DR, STE 200, MC LEAN, VA 22102 United States UEI: L6REMB5VKLL9 appears to be capable of meeting NIST’s requirements. However, any sources that believe they are capable of meeting NIST’s minimum requirements are encouraged to respond to this notice by the response date to provide the following information at a minimum: Company Unique Entity Identifier number in https://sam.gov; details about what your company is capable of providing that meets or exceeds NIST’s minimum requirements; whether your company is an authorized reseller of the product or service being cited and evidence of such authorization; and any other information that can help NIST determine whether this requirement may be competitively satisfied.
