Summary

AI-generated · Sep 09, 2025

Replace the Scully Deadman switch to reliably pull fuel from underground tanks into refueling vehicles and install a safety stop to shut off fuel if a problem occurs during refueling; the current switch is intermittent and bypassing it creates a safety risk. Also repair the failing filter separator vessel to prevent dangerous particulates from entering Aircraft fuel during operation. There is no current contract for this work, and two line items cover the Deadman switch repair and the filter separator vessel repair.

Offers will be evaluated to determine the most advantageous contract based on price, technical requirements, and past performance, with technical requirements and past performance roughly equal in importance to price. The government may consider option pricing in the award decision, and offers with significantly unbalanced options may be deemed unacceptable; the award results in a binding contract once accepted.

The United States Property and Fiscal Office Purchasing and Contracting Division on behalf of the 991st AVN requires a replacement of the Scully Deadman switch to reliably pull fuel from the underground tanks into the refueling vehicles, and provide a safety stop to the fuel if there is an issue during refueling. Currently, the switch is intermittent and poses a safety concern as using the fuel farm requires the Deadman to be bypassed, removing that guard. The filter separator vessel is beginning to fail, increasing the potential for dangerous particulates to make it into Aircraft fuel. (b) There is no current contract for this requirement. (c) Dates with Line Item Numbers (LINs): (1) LIN 0001 F-24 - Scully Deadman Switch Repair estimated Period of Performance (PoP) 22 September 2025 - 31 October 2025; (2) LIN 0002 F-24 - Filter Separator Vessel Repair Estimated PoP 22 September 2025 31 October 2025. 52.212-2 Evaluation Commercial Products and Commercial Services (NOV 2021) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Price (2) Technical Requirements (3) Past Performance Technical requirements and past performance, when combined, are approximately equal to cost or price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of provision) See attached "PWS - Fuel Farm Fixes" and "Combined Synopsis Solicitation for Services W9124X25QA016" for a complete description of required services.
