Summary

AI-generated · Feb 14, 2026

Provide a Supported Collective Training Event (SCTE) package for the 92nd CERFP to deliver a realistic training scenario, requiring personnel, equipment, transportation, tools, materials, supervision, and other non-personal services as described in the Performance Work Statement. Key elements include: one contract manager; one on-site supervisor; role players and rubble-pile training support; licensed forklift operator; four EMTs; two ambulances; materials and life-support for role players (meals and water); two Glo-Germ kits; one all-terrain forklift with 10,000 lb capacity; set up and operation of moulage sites; holding areas; role-player transportation; twenty portable latrines with service; structural-collapse venue site resets; and ten manikins. Full requirements are in the PWS, with site pictures in the CONOP. There is no current contract for this work, and the period of performance spans a multi-day window in early March 2026.

Proposals will be evaluated on timeliness, price, technical capability to meet the PWS, and compliance with the solicitation and PWS requirements (past performance not required but may be checked). Award will be made to the lowest-priced offeror whose quotation meets the instructions and is deemed fair and reasonable; the government may hold discussions if needed, but generally will not negotiate. Quotes must remain valid for at least 15 days after the solicitation close, and an award notice will bind the parties.
