The government has a requirement to acquire a coffee bean roaster machine which is the same as or equal in configuration and performance parameters of the Coffee Crafters brand Coffee Roaster Valenta 8 (model) equipped with the optional Fill and Seal station (K-cup dispenser) and Co-Pilot function. Interested vendors must be able to provide the Valenta 8 product or another brand and model which is the same as or equal to the configuration and performance parameters of the Coffee Crafters brand Coffee Roaster Valenta 8 defined earlier. All alternative (equal to) products presented for consideration shall contain descriptive information defining equipment capacity and performance parameters. This pre-solicitation has been determined to be associated with products within the SBA s North American Industry Classification System (NAICS) code 333241 Food Product Machinery / Manufacturing / Coffee Roasting and grinding machinery (i.e., food manufacturing-type) manufacturing. To be eligible for award, a vendor must have an established presence (successfully applied for and been issued a unique entity identification (UEI) within the Small Business Administration s (SBA s) portal) on SAM.gov. Vendors who do not have an active record in SAM.gov will not be considered and are not eligible for award. The product delivery address is with the vicinity of Hot Springs, AR 71913.

Qualifying vendors may submit a quote for the Valenta 8 product or another brand and model which is the same as or equal to the configuration and performance parameters of the Coffee Crafters brand Coffee Roaster Valenta 8 defined earlier. All alternative (equal to) product submissions shall contain information regarding equipment capacity and performance parameters, to contribute to ease of quote evaluation. This solicitation has been determined to be associated with products within the SBA s North American Industry Classification System (NAICS) code 333241 Food Product Machinery / Manufacturing / Coffee Roasting and grinding machinery (i.e., food manufacturing-type) manufacturing. To be eligible for award, a vendor must have an established presence (successfully applied for and been issued a unique entity identification (UEI) within the Small Business Administration s (SBA s) portal) on SAM.gov. Quote(s) submitted by a vendor that has no active record in SAM.gov will not be evaluated and are not eligible for award. The product delivery address is with the vicinity of Hot Springs, AR 71913. All pages of the solicitation, Standard Form 1449, submitted to the contracting officer, shall have all required data entries (e.g., clause entries, pricing information, etc.) and signatures. Award will be made to the single eligible vendor able to provide the required product per the schedule in section B.2 Price/Cost, within the required timeframe (B.3. Delivery Schedule), and at a price which presents the best value to the government.

The purpose of this amendment is to add the following two clauses from the revolutionary Federal Acquisition Regulation (FAR) overhaul (RFO) which both provide guidance and requires compliance: 52.225-1 Buy American-Supplies 52.225-2 Buy American Certificate All other requirements for quote submission stated in the original solicitation still apply. There is no change to the quote submission due date. Vendors are required to submit completed and signed copies of both the original SF1449 and all modification document(s) (SF-30); this being modification 0001.
