NOTICE OF INTENT - SOLE SOURCE CONTRACT 86614625Q00004 - Comprehensive Legislative, Regulatory, and Policy Intelligence Online data The U.S. Department of Housing and Urban Development (HUD) will award a sole source contract to Bloomberg Industry Group, Inc - BGOV to provide the Office of Public Affairs (OPA) Comprehensive Legislative, Regulatory, and Policy Intelligence Online data The authority permitting sole source acquisitions is FAR 13.106-1(b)(1) Soliciting from a single source. DESCRIPTION The Office of Public Affairs (OPA) requires access to a comprehensive, real-time, and reliable source of legislative, regulatory, and policy intelligence to effectively support the Department of Housing and Urban Development s (HUD) mission. Bloomberg Government (BGOV) provides a unique, integrated subscription service that combines legislative tracking, regulatory monitoring, news coverage, policy analysis, and proprietary data tools in a single platform. This resource is critical for OPA to monitor developments that directly impact HUD s programs, stakeholders, and strategic communications. No other commercially available service combines the depth of legislative and regulatory tracking, the breadth of real-time policy reporting, and the analytical tools specifically designed for government affairs professionals in one integrated platform. While other subscription services provide partial access to legislative or regulatory information, BGOV uniquely consolidates these elements into a single authoritative source, reducing duplication of effort and ensuring that OPA and Senior Leadership have immediate, accurate, and actionable information to carry out HUD s mission. Bloomberg Government (BGOV) shall provide HUD s Office of Public Affairs (OPA) with a comprehensive subscription service that delivers real-time legislative, regulatory, and policy intelligence. BGOV shall provide access to congressional and federal agency tracking tools, bill and regulation monitoring, appropriations analysis, and policy forecasts relevant to housing, community development, and federal budget matters impacting HUD. The service shall include nonpartisan news coverage, proprietary datasets, and analytical tools that enable OPA staff to generate reports, set customized alerts, and access interactive dashboards. BGOV shall provide an integrated platform that consolidates news, data, analysis, and stakeholder directories in one secure online service accessible to authorized HUD staff. The subscription shall also include technical support and user assistance to ensure continued accessibility and functionality throughout the period of performance. This award will be a 12-month base year plus four 12-month option years. This notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than Wednesday, September 24, 2025, at 2:00pm EST. Responses shall be submitted on to CPOFTW@hud.gov. Responses shall include, at a minimum, the following information: 1. The name of your company and address; 2. Company UEI No. 3. POC name, email address and telephone number. 4. The respondents shall provide information that will satisfy the requirement that includes specific product(s) and services that your company offers that fulfil the same function as the items to be included on this order or evidence that your company can provide a renewal for the specific items mentioned above. 5. It is your responsibility to demonstrate how your product(s) and services can provide the same data and functionality that exists with the services provided by Bloomberg Industry Group, Inc - BGOV. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product capable of meeting the Government's needs. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. The information received will normally be considered solely for the purpose of determining whether to conduct competitive procurement.
