The Naval Air Warfare Center, Aircraft Division in Lakehurst, NJ (NAWCADLKE) is looking to identify potential sources and requesting information pertaining to the availability of the 613 Torque Measurement Readout (also known as the 613 Readout) (PN: 6673-TTMS-071) as part of the Torque Measurement System (TMS). The replacement item is the 813 Readout (PN: 6673-TTMS-276). The Government is seeking industry input to assist in identifying commercially available components to meet the general requirements described above. Please note that the Government will NOT be responsible for any costs incurred by interested parties responding to this RFI. THIS IS A REQUEST FOR INFORMATION ONLY. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Interested sources should provide this 613 Readout information and related data to Juan Carlos Belmonte, juancarlos.r.belmonte.civ@us.navy.mil, no later than 6 days after the post date of this RFI. All information sent should reference this RFI number on the subject response line of the emailed response as well as on all enclosed documents. From Sources Sought posted on Nov 19, 2025The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to solicit and negotiate on a sole source basis with Concepts NREC, LLC (CAGE 0C770) located in White River Junction, VT for the procurement of QTY (22) 813 Torque Management System Readout Units (P/N 6673-TTMS-276). The Government intends to procure the above items under the statutory authority of Title 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."; therefore, a solicitation is not available for this procurement. Concepts NREC, LLC is the Original Equipment Manufacturer and is the exclusive data right holder for this proprietary system and is the only vendor capable of meeting the Government s requirement. This notification is not a request for competitive proposals. However, all responses received within sixteen (16) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responses must be received no later than December 11, 2025, by 1:00 pm EST.
