The object of this sole source award is to require the purchase of wolf collars for the Selawik National Refuge as they have an urgent need to gather information on wolves on refuge lands in response to new proposal to manage wolves using aerial gunning. In partnership with other management agencies, we determined that the most feasible way to acquire information on wolves is through deployment of GPS collars equipped with cameras on wolves in the refuge. Deployment must occur prior to summer 2026 to ensure data is available to support decision making in 2027, and deployment is only possible during periods of snow cover and adequate daylight (February-April). Only Lotek responded with affirmation that suitable collars can be manufactured and delivered in that time frame. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government.
