Request for Proposal: 36C10B26R0007 NOTICE OF INTENT TO AWARD A SOLE SOURCE The Department of Veterans Affairs (VA), Technology Acquisition Center intends to award a Sole Source, firm-fixed-price contract to Solventum Health Information Systems (HIS), Inc., 575 W. Murray Blvd., Murray, UT 84123-4611, for Health Information Coding, Billing, and Auditing (HICBA): Coding and Reimbursement Systems Plus Software Encoder Software Solution and Support. Based on the results of market research, including two Request for Information and technical reviews, Solventum HIS is the only responsible source capable of meeting VA s interoperability, security, and integration requirements for the enterprise HICBA Encoder solution. This action will be conducted under Federal Acquisition Regulation Overhaul VA Deviation 6.103-1 entitled, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Solventum HIS provided a proprietary letter dated September 10, 2025, stating that they did not allow other companies to subcontract their services. To Whom It May Concern: This acquisition was conducted in accordance with (IAW) 41 U.S.C. 3304(a)(1) as implemented by the Federal Acquisition Regulation (FAR) Overhaul VA Deviation 6.103-1 entitled, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, as implemented by the Department of Veterans Affairs Acquisition Regulation 806. Please take note that the correct authority is FAR Overhaul VA Deviation 6.103-1. FAR 6.302-1 Only One Responsible Source (except Brand Name) is used here since the system currently does not have a FAR Overhaul VA Deviation 6.103-1 option.
