The Department of Veterans Affairs, VA Caribbean Healthcare System, Network Contracting Office 8 intends to negotiate a sole source contract under the authority of FAR part 13.106-1(b). The associated NAICS code for this service is 513210 with a size standard of $47.0M and PSC Code 7A21.The identified vendor is AVMEDICAL LLC., an equipment manufacturer representative. The Contractor AVMEDICAL LLC. shall provide the annual licensing of the MedNet software is required to maintain full functionality of the infusion pumps. A supply contract for a base one-year period and four one-year options period is anticipated and shall be awarded. AVMEDICAL LLC is the only ICU Medical authorized SDVOSB distributor for this, and hence is the authorized license software provider. The equipment is specialized, and improper maintenance or calibration could cause misdiagnosis or harm to patients. Moreover, AVMEDICAL LLC, owns the right to replacement/upgrades licenses, qualified personnel, access to manufacture maintenance publications and proprietary diagnostic software that is not available to 3rd party vendors.
