This amendment is being issued to postpone Industry Day that was being held on October 9, 2025. A new date will be established once the appropriations are in place and will be announced via an amendment that will be forthcoming.

This amendment is being issued to extend the SF 330 due date from November 12, 2025 to December 12, 2025 at 5:00pm EST. Industry Day will now be virtual with the date and time to be determined once the Government re-opens. Questions and Answers that have been asked will be answered via an amendment once the Government re-opens. All other Terms and Conditions remain unchanged.

Amendment four is being issued to: -Provide revision four Request for Qualifications SF330 (Attachment One Amendment Four 140G0225R0022 GPSC5 Pre-Solicitation Synopsis Revised SF330 v3_Final_112625) This amendment takes precedence. If there is any uncertainty, offerors are encouraged to submit clarification questions in writing only to GPSC5@usgs.gov. -Provide Question and Answers for questions received prior to November 21, 2025 (Attachment Four 140G0225R0022 Question and Answer)

Amendment five is being issued to: -Provide revision Four Request for Qualifications SF330 (Attachment One Four Revised Request for Qualifications) This amendment takes precedence. Changes are highlighted in this document to support a quick review. If there is any uncertainty, offerors are encouraged to submit clarification questions in writing only to GPSC5@usgs.gov. -Provide Question and Answers for the following questions received on December 3, 2025: 1a. For SF330 Part 1, Section F (Key Project Examples), only fully completed Task Orders or Individual Projects with a Period of Performance starting on or after January 1, 2020, and ending on or before December 31, 2025, are required. If a Task Order is completed and accepted by the agency, but its Period of Performance extends beyond December 31, 2025, can it still be submitted as a Key Project Example in Section F? For example, is a completed Task Order with an end date after December 31, 2025, eligible for submission and review? Response to 1a: If a Task Order or Individual Projects has a period of performance that extends beyond December 31, 2025, but is fully completed and accepted, the Task Order or Individual Project may be submitted as a Key Project example in Section F. 1b. Additionally, does the same rule apply to staff resumes in Section E? Are completed Task Orders with a Period of Performance ending after December 31, 2025, acceptable for inclusion on a resume? Response to 1b. Regarding your second question, there are no date limitations for staff resumes for Section E. 2. Can the government please confirm whether PPQs are required to be submitted as attachments with our submittal, in addition to being emailed directly to USGS from the client who is completing them? If yes, can the government also provide the location where these PPQs should be attached? Response to 2. All PPQ's must be submitted to GPSC5@usgs.gov in lieu of being submitted with the SF330's submittal by January 14, 2025, 5:00 PM ET.

Amendment seven is being issued to post the Industry Day Agenda:

Amendment Eight is being issued to answer Q&A received via email and Industry Day, post Industry Day Transcripts, Attendee List, and Powerpoint Presentation, and post the amended Synopsis.

Amendment Ten is being issued to answer Q&A received via email, update Factor F and how it will be weighted, included time and date for FINAL Q&A, and post the amended Synopsis. The Q&A Attachment includes Q&A from Amendment Nine, that was inadvertently omitted.

Amendment Eleven is being issued to answer Q&A received via email and post the amended Synopsis.

Amendment Thirteen is being issued to answer the FINAL Q&A received via email and the FINAL updated synopsis.

Amendment Fourteen is being issued to remove the maximum number of highly qualified firms to be slated for consideration under Part II Request for Proposal. See Page 1 of the attached updated synopsis for the highlighted changes. The estimated number of awards for large businesses and small business remains unchanged estimated at six (6) large businesses and four (4) small businesses.
