SOURCES SOUGHT SYNOPSIS (NOT A NOTICE OF SOLICITATION) The U.S. Geological Survey is seeking potential sources for a Mineral Commodities subscription. See Performance Work Statement attached. All business concerns who believe they can responsibly perform this requirement should submit the following information: 1. Capability statement describing corporate expertise and technical qualifications in the work described in the attached PWS. 2. Past performance information describing other contracts for similar services your company has been awarded. 3. Vendor socioeconomic status (e.g. small business, service disabled veteran, woman/women owned, HUBZone, etc.) 4. Any other information that will prove the vendor is capable of performing the required effort. All interested firms shall submit a response demonstrating their capabilities to provide the requested equipment to the point of contact below. The Government's evaluation of the capabilities of respondents will factor into whether any forthcoming solicitation will be conducted. The NAICS code is 513120. The size standard is 1,000 employees. This is not a request for quotes. The Government does not intend to award a contract based on responses received under this announcement. Any information submitted by respondents to this sources sought synopsis is voluntary. This sources sought notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in responses to this notice. Respondents will not be individually notified of the results of any government assessments. All interested firms shall submit a capabilities package that explicitly demonstrates company capabilities and product specifications related to this effort. THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The U.S. Geological Survey intends to award a non-competitive firm fixed-price purchase order under the authority of FAR 6.302-1 to Benchmark Mineral Intelligence in London, England for critical mineral subscription services for the National Minerals Info Center in Reston, Virginia. The period of performance is 09/25/2025 to 09/24/2026. There is one option year. Benchmark Mineral Intelligence Limited is the only source who can provide these services for the required subscription. The data supplied by Benchmark is uniquely developed by Benchmark through direct industry contacts via certified price discovery methods, analyst research, and proprietary modeling techniques. Benchmark also provides unique market analyses based on their compiled data sets, analyst research, and discussions with industry experts. Benchmark is the only company that offers the combination of mine-level visibility, flake size ratios, synthetic graphite forecasts, and feedstock tracking for graphite. No other provider combines ore type visibility, mine to refinery flow mapping, intermediate tracking, and chemistry specific demand forecasts for nickel. The NAICS code is 513120. The anticipated award date of the contract is 09/17/2025. A vendor must be registered at https://www.sam.gov/portal/public/SAM/ to be awarded the contract. This is a sole source notice published for informational purposes only and not a request for competitive quotes. Therefore, no solicitation document exists for this requirement. However, in accordance with FAR 5.207, all responsible parties interested in responding to this notice are invited to submit a capability statement via email by the time and date specified in this notice that provides sufficient details for consideration by the Government. The determination not to compete the contract based on the responses to this notice is solely within the discretion of the Government. Phone calls will not be accepted in response to this notice. All information submitted should support the offeror's capability to provide the items required and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide these supplies/services. Verbal responses are not acceptable and will not be considered.
