The system must meet fast turnaround, a small tabletop footprint, continuous processing (not batch), be an IVD test (not a Laboratory Developed Test), FDA-approved, and provide high sensitivity; only the Diasorin LIAISON MDX is believed to meet all these criteria.

Anticipated contract is firm-fixed-price for a 5-year ordering period under a single-source, IDIQ arrangement. This notice announces sole-source intent with Diasorin Molecular, LLC and is not a request for competitive proposals; responses should show clear, convincing evidence that competition would be advantageous.

Notice of Intent to Sole Source Requirement The Department of Veterans Affairs, VA Ann Arbor Healthcare System, NCO 10 Contracting Activity intends to negotiate a sole source contract under Simplified Acquisition Procedures and the authority of FAR 13.106-1(b)(2), Soliciting from a single source for the following items listed below. The associated NAICS code for this is 334516. The vendor will be Diasorin Molecular, LLC, 11331 Valley View St., Cypress, California 90630. Description of requirements: This is for the procurement of an automated Diasorin LIAISON MDX System which is a Real-time PCR Thermocycler, used for crucial Candida auris screening among the patient population. Candida auris is a global healthcare challenge in healthcare facilities since asymptomatic colonized patients can easily spread the yeast in hospital environments and to other patients. Due to resistance to one or more classes of antifungal drugs and ease of transmission in the healthcare setting makes it a fungal pathogen of critical importance and very high mortality rate. Procuring one (1) standalone automated Diasorin LIAISON MDX System which is a Real-time PCR Thermocycler system, UPS (uninterrupted power supply), Printer, Toner, Parts, Service manual (technical and service manuals), Reagents, Consumable and Supplies, Preventative and Emergency Repair Maintenance agreement including non-refurbished materials, labor, transportation necessary to perform maintenance/preventative maintenance, Operator and Pathologists training, hardware and software and software updates to VA Ann Arbor Healthcare System. Requirements: Faster turn around time, smaller footprint tabletop, ability for continuous processing and not batch processing, test should be an IVD (in Vitro Diagnostic Test) and not LDT (Laboratory Developed Test), FDA approved, high sensitivity. All the systems researched provide at least one of these characteristics, but the only instrument to provide all of them is the Diasorin LIAISON MDX Real Time PCR Thermocycler. For this reason, the recommendation is to select the Diasorin LIAISON MDX Real Time PCR Thermocycler for use. A firm fixed price 5-year ordering period IDIQ contract is anticipated and shall be awarded. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 4:30 pm on Wednesday, September 17, 2025. Kellie Konopinski Contracting Officer (734) 222-4330 Kellie.Konopinski@va.gov
