This is not a solicitation. This is a notification of an intent to award a sole source procurement under NAICS code 334516. The Bureau of Reclamation Acquisition and Operation Branch in Denver, Colorado will solicit and award a purchase order to Gamry Instruments, Inc. Only this suggested source can furnish the requirements, to the exclusion of other sources, because of the manufacturer-backed warranty and technical support as well as the instrument sensitivity allowing for the market s best accuracy measurement of EIS on high impedance protective coatings due to their ability to measure very low currents. Specific characteristics of the Gamry Instruments Reference 620 potentiostats that limit the availability to a sole source are the instrument performance specifications, staff training, and accessories already in house. Additional details regarding the specific characteristics can be found in the Statement of Work attached. The statutory authority for other than full and open competition is pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i) only one source and no other supplies or services will satisfy agency requirements.
